Abstract

This study examines the effectiveness of employee performance mutations in new provinces, focusing on a case study of the Human Resource Development Agency (BPSDM) in Southwest Papua Province. As a newly established province, bureaucratic dynamics and human resource distribution pose significant challenges in ensuring optimal public service delivery. This research aims to analyze the extent to which employee mutation policies contribute to performance improvement and organizational stability. The study employs a qualitative approach with data collection techniques including in-depth interviews, observations, and document analysis. The findings reveal that employee mutations have varying impacts, both in terms of enhancing employee competencies and challenges in adapting to new work environments. Key factors influencing the effectiveness of mutations include careful planning, policy transparency, and stakeholder support. The study recommends the implementation of a performance-based personnel management system aligned with organizational needs to ensure that the mutation process runs optimally and contributes to the development of a more effective bureaucracy in new autonomous regions.
