Abstract

This research aims to reveal actor strategies and resource integration in Indonesia’s food security policy network. Both are important dimensions for explaining complex food security policy changes. Policy networks highlight the importance of this dimension for addressing public policy challenges, and this has yet to be addressed in previous studies. This research uses a qualitative approach and case study design to reveal actor strategies and resource integration in changing food security policies in Indonesia.

Based on theme analysis, five main themes or essential elements exist in implementing the Sustainable Food Yard program (P2L) as food security policy change in Indonesia, namely the formation and development of women farmer groups (KWT), mentoring and collaboration, market access and marketing, challenges and sustainability, and innovation and new agricultural techniques. These five important elements reveal actor strategies and resource integration in implementing these policy changes. Therefore, it is necessary to increase transparency, develop an integrated information system, and strengthen coordination between institutions to overcome obstacles in the form of complex bureaucracy, lack of transparency, and lack of coordination.
