- Abstract
This study aims to analyze policy setting in the conflict of coastal community empowerment policies in Makassar City. This is triggered by changes in rules that cause overlapping authority in its management. This research method uses a qualitative approach with a case study approach. The research data source consists of 2 types, namely primary data obtained from interviews and secondary data obtained from various relevant documents. This study uses the analysis of the Policy Conflict Framework by Weible and Heikkila (2017). The results of the study show that policy conflicts that occur because they are triggered by changes in rules that cause the authority of the South Sulawesi Provincial Government in the management of coastal areas to become wider. This then raises the potential for friction with the Makassar City Government in its implementation. This condition results in less effective empowerment programs.
