- Abstract
The East Timorese exodus community in East Nusa Tenggara (NTT) is a group of refugees from East Timor who fled to East Timor in 1999 after a poll won by East Timorese pro-independence groups. The refugees are spread across various regions throughout the NTT region, including Kupang Regency. During the refugee period, the refugee community faced various crises and challenges, including limited resources such as the lack of permanent housing, the need for clean water, access to health and education, and access to land for agriculture, as well as the emergence of sentiments against the refugee community from local residents, for example, there were several bloody conflicts triggered by personal problems between young people from the Kera Sakti martial arts school and PSHT involving local residents and former Tim-Tim residents, as well as conflicts between fellow Tim-Tim residents of Oebelo Village who were involved in physical clashes during a meeting with the Head of Oebelo Village regarding the distribution of houses for the Low-Income Community (MBR) program. The method used in this study is historiography. Data were obtained through interviews, documentation, field observations and literature studies. The results of the analysis show that the Indonesian government issued several policies starting in 2001 through the National Coordinating Agency for Disaster Management and Refugee Handling (BAKORNAS PBP), namely; First, Repatriation: returning refugees to normal life. Second: Empowerment. Third, Transfer: allowing refugees to return to a new place. In addition, the Indonesian government collaborated with CIS Timor and other parties in the repatriation of former East Timorese citizens including the International Organization for Migration (IOM), an intergovernmental organization engaged in migration. IOM has launched its relocation assistance in 2003, with funding assistance from the United States and additional funds from Japan in 2004.
