- Abstract
Information and communication technology (ICT) significantly changes the interactions between democratic institutions and hybrid regimes that combine characteristics of both democracy and authoritarianism. This paper examines the conflict between the empowering capacity of ICT, which promotes democratic principles such as openness, political engagement, and freedom of speech, and the efforts of hybrid governments to manipulate these technologies for purposes of control, censorship, and surveillance. This paper demonstrates how ICT functions both as a mechanism for democratic empowerment and as a tool for hybrid governments to solidify their authority. The findings of this study highlight the role of ICT in modern governance and provide crucial insights into the dynamics of democracy and authoritarianism.
