A Critical Review of Instruments for Analyzing Developmental Task Profile in Elementary School Students in Indonesia

Abstract

Quality education, a component of the Sustainable Development Goals, can be achieved in part by facilitating optimal student development. In Indonesia, there exists a reference instrument for the development of Guidance and Counseling services and learning known as the ITP (Developmental Task Inventory) in questionnaire form and ATP (Developmental Task Analysis) in software form. This study aims to perform a critical analysis of the existence of these instruments to obtain feedback for comprehensive improvement so that they can be better utilized by teachers, especially at the elementary school level. The research method uses a qualitative narrative approach with a thematic-interactional design (Riessman, 2008). This study's participants consist of three elements: (1) the researchers themselves; (2) elementary school teachers as practitioners; and (3) experts with expertise in the theory of non-test instrument development. All three have interacted intensively with the instruments (ITP and ATP). The data collected in this study are the narratives of the participants regarding the research objects, ITP, and ATP. The participants’ narratives about the instruments were analyzed using a thematic approach. The research results yield a critical analysis of several issues: (1) the ITP instrument is still dominated by questionnaire sentences that are not suitable for the development and cultural context of elementary school students; (2) the developmental task achievement profile scores are highly dependent on class averages; (3) outputs from ATP in the form of graphs and explanations that are not yet fully understood by elementary school teachers; (4) ITP and ATP still require specific guidelines to interpret outputs and transform them into programs, both for the implementation of learning and for guidance and counseling services in elementary schools. The conclusion of the study underscores the need for a critical analysis of the instruments relied upon based on Ministry of Education Regulation No. 111 of 2014 to obtain revisions for improvements so that they can be used by elementary school teachers both in learning delivery and in guidance and counseling services for optimal student development in Indonesia.
