Abstract

The complex challenges faced by Teacher Training Institutions (LPTK), such as curriculum development, financial demands, and infrastructure, significantly impact their graduates’ professionalism. Teacher welfare also contributes to the decline in the quality of teaching provided. The objectives of this study are: (1) to describe the concept of revitalising LPTKs through the development of the Superior Teacher (Paripurna Guru Unggul, PGU) model; (2) to analyse the stakeholders involved in the implementation of the Superior Teacher (PGU) model; (3) to design strategic steps necessary to implement the Superior Teacher (PGU) model as a pilot project. This study employs a research and development approach with an ADDIE design, using two stages: analysis and design. Revising LPTKs through the PGU model involves the rigorous selection of prospective students, an integrated Undergraduate and PPG program with full scholarships, and the provision of quality resources and learning processes. Implementation requires collaboration between LPTKs, provincial governments, and district/city governments with strategic steps such as intensive communication and pilot project planning. This model is expected to produce superior teachers with high resilience, with further development to improve the acceptance of the PGU model.
