- Abstract
On a global scale, the trend of population aging is changing the social structure at an unprecedented speed, and its multidimensional impact on economic growth has become a widely concerned issue in the international community. With the increasing proportion of elderly population, the labor market is undergoing profound changes. Despite technological advancements, particularly the rapid development of automation technology, providing the possibility to alleviate labor shortages, elderly workers face greater employment vulnerability due to the mismatch between their skills and emerging technology demands. Through in-depth analysis of the practical cases of delayed retirement policies and intelligent transformation of manufacturing industries in the United States and Japan, this study constructs a comprehensive policy framework of “human capital upgrading + flexible retirement system + social security reform”. This framework effectively alleviates the impact of aging through policy intervention, helps achieve high-quality economic development, and provides a quantitative analysis framework and policy path reference for developing countries.
