Abstract

This research attempts to conduct a comparative study of Reserve Component among nations with similarities, to identify planning and implementation that can be used as a valuable input for Indonesia’s national interests. This is due to the defense policy’s nature as an absolute variable that ensures survival of a country. Not only does it prepare active-duty military to become the front guard in national defense affairs. But the country also needs to prepare themselves by mobilizing resources nationally. This deployment is necessary considering that in International Relations, states’ relations are determined by the anarchic characteristic of international order. This situation ultimately forced the mobilization of resources nationally ensuring the country can defend itself from potential future threats. A few years ago, the Ministry of Defense of the Republic of Indonesia formulated a mechanism Reserve Component as a manifestation of Act 23 of the year 2019 concerning Management of National Resources for National Defense. This component then of course has unique characteristics compared to the experience it has with other countries. Thus, the study focuses on Reserve Components exclusively, and that will use comparative method with a qualitative approach to gain a comprehensive understanding.
