- Abstract
Following the 2004 Aceh tsunami, disaster mitigation education in Indonesia underwent a significant transformation, shifting from a reactive emergency response toward a preventive paradigm. However, the escalation of hydrometeorological disasters, such as floods, landslides, and extreme weather, demands a shift toward disaster risk reduction and prevention. This study aims to analyze the historical dynamics of disaster mitigation education policies in Indonesia from 2004 to the present. Utilizing a descriptive qualitative approach integrated with the historical method (heuristics, source criticism, interpretation, and historiography), this study traces the implementation of Law No. 24/2007 and the establishment of the National Disaster Management Authority (BNPB) as pivotal catalysts in developing formal education through the Disaster-Prepared School (SSB) program, environmental education, and mitigation learning materials. Nevertheless, current implementation remains heavily focused on technical-procedural aspects during disasters, largely failing to address core issues such as environmental degradation, land-use conversion, uncontrolled development, and weak regional spatial planning. Through a case study of flood disasters, this research demonstrates that disasters are not merely natural phenomena but are also driven by contemporary human activities and development policies. Consequently, this study emphasizes the urgent need for a paradigm shift in formal mitigation education moving away from a strict focus on technical safety toward fostering a more critical, reflective, and sustainable ecological consciousness.
