Abstract

This study is expected to analyze the evolution of Indonesian Ranham (national human rights action plan/NHRAP) in relation to the protection of vulnerable groups. Ranham as a national human rights policy has been established since the new era of Reformasi in 1998 to date. Ranham Indonesia is part of a series of human rights activities that characterizes what will be performed by the committee both nationally and locally. However, the lack of coordination among the member of committees implicates the human rights conditions in Indonesia, and in particular influence the fully protection for vulnerable groups. By using the normative juridical approach, this research is conducted with the collecting data through library research methods. The basis legal data was obtained by the laws, including the presidential regulations and instructions which enacted the Indonesian Ranham. This research thesis ends with the conclusion that the progression of Ranham Indonesia is a good part of the reform agenda to improve the quality of democracy and civil society or the protection of human rights in Indonesia. The role of Ranham Indonesia needs to be improved by enabling the capabilities of committees in preparing good plans and arrangements relating to the protection of human rights, especially vulnerable groups. Further, it is also important for Ranham Indonesia in five years ahead about the necessity of the need for a new paradigm in the that is an upholding of human rights through contemporary paradigm within a synergic context with national human rights institution and civil society.
