- Abstract
Gender inequality in economic development is a structural issue influenced not only by social and cultural factors but also by spatial conditions and regional characteristics. This article aims to analyze two key forms of gender-based barriers, glass ceiling and grass ceiling, through a spatial economic perspective. Employing a qualitative approach and conceptual literature review, the study synthesizes findings from previous research on gender, regional development, and local economic structures. The analysis reveals that the glass ceiling phenomenon typically occurs in urban areas as a vertical barrier within formal organizations, whereas the grass ceiling is more prevalent in rural regions, manifesting as horizontal constraints rooted in limited access to resources and persistent patriarchal norms. Integrating these two concepts into a spatial framework highlights the necessity of place-sensitive policy design that considers spatial disparities and the specific needs of women across regions. The study recommends strengthening structural affirmative actions in urban settings, promoting grassroots economic empowerment in rural areas, and incorporating gender-based spatial analysis into regional development planning to achieve inclusive and gender-equitable development outcomes.
