The Impact of Public Service Digitalization on Start-Ups: A Quantitative Study in the Moroccan Context

Abstract

The study examines the digitalization of public services in Morocco and its influence on start-ups. It highlights the measures taken by the government to modernize public administration, such as the dematerialization of procedures and the establishment of online platforms to simplify administrative processes. To analyse the impact of digital transformation on business creation, a questionnaire was deployed to the 128 startups residing in EL KELAA des SRAGHN. The Logit model explains why some startups see these digitalisations as having reduced the time to create businesses while others do not, based on educational, individual, and contextual variables. The main results show that startups, which believe that this digitalization has not reduced the time required to create businesses, have a primary education level or are illiterate and do not master computer tools. Similarly, for other young Moroccan companies, this transformation represents a significant opportunity. It facilitates the optimization of time in various procedures, such as the establishment of a company, the management of tax obligations, or the acquisition of licenses, thereby contributing to promoting a favourable context for innovation and development. However, this study highlights various obstacles such as the digital divide and the lack of technological skills. Despite notable advances, the study emphasizes the imperative to accelerate the digitization process, consolidate training in digital tools, and promote a digital culture.
