Abstract

This research discusses the Strategy and Implementation of Indonesia’s Cyber Diplomacy within the Framework of Bilateral and Multilateral Cooperation in the Digital Era, focusing on Indonesia’s efforts to strengthen its cybersecurity capacity through international collaboration. In the rapidly evolving digital era, cross-border cyber threats are becoming increasingly complex, requiring countries to collaborate in creating a secure and stable digital ecosystem. Indonesia, as one of the countries with the largest number of internet users in the world, faces challenges in protecting its digital infrastructure. This study aims to explore Indonesia’s cyber diplomacy strategies and their implementation within bilateral and multilateral cooperation, as well as their impact on strengthening national cybersecurity. The research employs a qualitative descriptive analysis method by examining policy documents, official reports, and data related to international cooperation in cybersecurity. The study finds that Indonesia is active in multilateral forums such as ASEAN, the UN, and bilateral cooperation with partner countries, which include information exchange, training, and development of joint policies to address cyber threats. The findings indicate that Indonesia’s cyber diplomacy is effective in enhancing national capacity and strengthening digital security regulations. International cooperation helps Indonesia face complex cyber challenges. In conclusion, Indonesia’s cyber diplomacy is a crucial component in building the country’s digital resilience and creating a safer global cyber environment. Through cooperation with countries and international forums, Indonesia seeks to increase capacity in handling cybercrime, strengthen regulations, and build global norms in digital security governance. This research is expected to impact cybersecurity, training, and cyber preservation.
