- Abstract
Community-based flood risk management is increasingly important in increasing household resilience to flood disasters. This study explores the role of communication in flood resilience in coastal communities in Demak district, Indonesia, using a phenomenological approach. Interviews were conducted with 10 households, village officials, and the Regional Disaster Management Agency. The results show that culture-based communication, such as maintaining local wisdom, communication carried out by traditional and religious leaders, religious ritual activities, and communication based on social solidarity and consensus deliberation, can increase community preparedness for flood disasters. However, the limitation of household funds, as well as the low two-way communication between the community and official institutions, are obstacles to household resilience. Community-based adaptation strategies are more reliable than the government’s formal approach. This study confirms that socio-cultural risk communication with collective communication is more effective in building flood resilience, and it also shows the importance of integrating local knowledge in disaster mitigation.
