Abstract

Small-scale fishers in Tambak Lorok, Semarang, face escalating climate-related threats, including sea-level rise, coastal erosion, and erratic weather patterns, which critically jeopardize their livelihoods. This study investigates their adaptation strategies through the framework of Sustainable Development Goal (SDG) 13 (Climate Action), specifically focusing on how local knowledge and practices contribute to community resilience. It addresses a critical gap in environmental history by documenting community-based responses to environmental change within a rapidly urbanizing coastal zone. Utilizing a mixed-methods approach—combining archival research, oral histories, and participatory fieldwork—the study traces adaptive practices over time. Key findings indicate that fishers employ livelihood diversification, modified fishing methods, and community-based resource management to address environmental stressors. However, urbanization and industrial encroachment progressively undermine these strategies, creating an existential threat to the community. While current scholarship recognizes local agency in climate adaptation [1, 2], few studies integrate historical perspectives with SDG frameworks, a gap this research bridges. The study advocates for inclusive policies to support small-scale fishers, highlighting the nexus between traditional ecological knowledge (TEK) and modern sustainability frameworks [11, 12].
