- Abstract
The Rights of Persons with Disabilities (RPwD) Act, 2016, represents a legal framework in India, mandating inclusive education and specific facilities and support for children with special needs. This study assesses the implementation of these provisions within the elementary education system of Delhi. Using a mixed method design, data were collected from 30 government elementary schools across four districts of Delhi (Central, North, West, and South) through surveys and observational checklists. The study focused on evaluating the availability of infrastructure, appointment of special educators, etc. The findings indicate a mixed landscape where initiatives like the posting of Special Education Teachers are evident, significant gaps shows in physical accessibility and the implementation of pedagogical tools like IEPs. The data reveals that infrastructure are inconsistent, particularly in older schools, and that the effective utilization of initiatives is often hampered by challenges. In conclusion despites a progressive policy intent, the ground-level realization of the RPwD Act, 2016 mandates in Delhi remains incomplete, necessitating targeted interventions in infrastructure, teacher capacity, and monitoring mechanisms to bridge the gap between policy and practice.
