Abstract

Mandarin promotion policies are an important part of the Chinese constitutional system. Previous research has examined language policies, mother tongue inheritance, and common language promotion across the globe. However, no previous study has systematically reviewed the effects of the Mandarin promotion policy. To fill in this research gap, this study reviews previous research and looks specifically into the effects of Mandarin promotion policy on students’ academic achievements in minority regions. As such, this paper can provide a reference and directions for future language policies and related research. The Putonghua promotion policies in China, including the reform of the medium of instruction, the mother tongue courses, and the language policies related to high-stakes examinations, are synthesized and illustrated in detail. Their impacts on students’ academic performance, enrollment rate, dropout rate, and education years, and the differences between students from different socioeconomic backgrounds are summarized and reasoned from previous studies. The reasons for the different effects of the policy among different groups include birthplace, gender, and teachers’ Mandarin proficiency. Based on the findings, this research also provides some possible methods to improve the effectiveness of future policies in ethnic minority regions. Improving teachers’ Mandarin proficiency, teaching students according to their aptitude, and paying attention to the language environment may be taken into consideration.
