Pentahelix Collaboration for Disability-Led MSMEs in Denpasar: Toward Inclusive Economic Empowerment

Abstract

This research aims to apply the Pentahelix model in developing the potential of Teratai MSMEs as Blind Disability MSMEs in Denpasar City. These MSMEs are engaged in painting, shirt design, and simple coffee concoctions. Perseverance in running a business despite facing limitations, Law (UU) Number 8 of 2016 concerning Persons with Disabilities, and several Government Regulations (PP) to ensure the implementation of concrete actions for persons with disabilities, so this regulation becomes a strong legal basis for empowering people with disabilities. Synergy in the Pentahelix approach, which consists of elements of government, academics, business people, communities, and the media (ABCGM), can be a strategic solution in developing the potential of MSMEs with disabilities. Type of research using a descriptive qualitative approach. The data collection technique in the research is using observation, interviews, documentation, and literature study. The results showed that in Teratai has developed the potential of MSMEs with disabilities by collaborating across five key components of the pentahelix model: academics, business, community, government, and media. The results also prove the need for efforts to develop entrepreneurial potential among individuals with disabilities systematically and sustainably.
