Abstract

This research discusses the mandatory halal certification for chemical products in Indonesia, which will be implemented in 2026, focusing on the implications of Article 39 of Government Regulation Number 39 of 2021 on imported products from China. Chemical products are essential in various industrial sectors, such as pharmaceuticals, cosmetics, food, and beverages. China is the leading supplier of chemicals to Indonesia, with around 80.4% of supplier companies needing halal certification. Challenges faced include the need for halal certification for imported materials and the complexity of the chemical production process. This research uses the PESTEL analysis method to identify political, economic, social, technological, environmental, and legal factors that influence the implementation of this regulation. The results show that strategies are needed to overcome obstacles and take advantage of opportunities, such as bilateral cooperation, improving infrastructure, innovation in halal chemicals, and developing an efficient supply chain management system. This research aims to provide an in-depth understanding of the impact of these policies and formulate adaptation strategies for related industries.
