Digital Economy Cooperation between China and ASEAN: Motivations, Current Status, and Challenges

- Abstract
In recent years, major global actors have successively launched bilateral and multilateral digital economy cooperation initiatives. As representatives of emerging and developed digital economies, respectively, ASEAN and China’s digital economic cooperation has attracted widespread attention. China-ASEAN digital economic cooperation is a natural outcome of bilateral relations and a necessary choice for digital economic development in both regions. China and ASEAN countries have significant complementarities in digital economic cooperation. Based on mutual benefit and win-win cooperation, China-ASEAN digital economic cooperation can promote economic growth and achieve a win-win situation. Moreover, China-ASEAN digital economic cooperation is conducive to maintaining a digital strategic balance in the Southeast Asian region. China-ASEAN digital economic cooperation has achieved significant results in various fields such as policy planning, digital investment, digital infrastructure construction, digital technology application, and digital talent cooperation. However, factors such as the constraints of ASEAN’s internal mechanisms, the impact of geopolitical competition, and the need to improve both sides’ digital governance capabilities have hindered the further development of China-ASEAN digital economic cooperation.
