Jakarta as A Global City: Exploring Key Supporting Indicators for Urban Diplomacy

- Abstract
As cities increasingly function as significant actors in global governance, urban diplomacy has emerged as a critical tool for advancing their international interests and development goals. This article examines the case of Jakarta, a megacity striving to enhance its position within the global urban hierarchy, with the primary objective of constructing a comprehensive framework of the key indicators that support its urban diplomacy. This study employs a Systematic Literature Review methodology, rigorously guided by the PRISMA 2020 protocol. The data collected was synthesized through a thematic analysis, utilizing a PESTLE framework to categorize a wide range of indicators into a dual model of internal capacities and external opportunities. The results demonstrate that Jakarta’s diplomacy is driven by a combination of internal assets, including proactive political leadership, a growing technological capacity centered on its smart city program, and a distinct portfolio of green policies. These strengths are leveraged in response to external factors such as the competitive dynamics of the ASEAN region and the collaborative opportunities presented by multilateral city networks. The analysis reveals that Jakarta employs a sophisticated strategy of “niche diplomacy,” particularly in the environmental sector, to differentiate itself from regional competitors. The main finding is that this strategic niche-building is Jakarta’s primary mechanism for advancing its global city ambitions. This implies that cities can achieve significant influence by cultivating leadership in specific policy areas, providing a valuable model for other aspiring global cities.
