- Abstract
Strengthening the competence and professionalism of members of the Indonesian National Police (Polri) is a strategic effort to improve the quality of public services and the performance of the police organisation. Using qualitative methods with a literature review of relevant scientific sources, this study aims to develop a functional position model based on a comprehensive performance development system. Through a systematic approach, the study examines various factors that influence the performance of Polri members, including work motivation, discipline, leadership, work environment, and professional ethics. The study identifies that improving police performance requires a multidimensional approach. Key aspects analysed include human resource development, implementation of professional codes of conduct, participatory leadership strategies, and internal bureaucratic reform. The study shows that factors such as emotional intelligence, motivation, work discipline, and organisational environment have a significant contribution to the quality of performance of Polri members. The proposed functional job model emphasises the importance of a continuous training system, competency-based performance evaluation, and professional development through a systematic approach. This strategy includes improving individual capacity, strengthening professional ethics, and optimising the police human resource management system. The research results recommend the implementation of an integrated performance development model, which not only focuses on the technical aspects of law enforcement but also pays attention to the psychological, motivational, and professional development dimensions of Polri members. This holistic approach is expected to transform the police organisation’s culture towards higher standards of professionalism.
