Abstract

This research examines the development transition in the disputed territories of Abkhazia and South Ossetia, in light of strategies to achieve the Sustainable Development Goals (SDGs) amid the limited recognition of the international system. Despite both being recognized as de facto states following their declarations of independence in the 1990s, national development processes are still being carried out through adaptive approaches. This research uses qualitative description with literature exploration and relevant development report data. Combining Halford J. Mackinder’s geopolitical Heartland theory and the concept of sustainable development, the struggle for influence between Russia, Georgia, and Western countries helps analyze the adaptive strategic position of Abkhazia and South Ossetia in Eurasia. Results show that geopolitical dynamics, limited diplomatic access, and political support from external actors strongly influence development in the disputed territories. This study contributes to the discourse of sustainable development by expanding the scope of the study to politically unconventional regions.
