Abstract

Housing is one of the most basic needs that all humans must meet. Housing availability is meant to benefit all levels of society to prevent social class stratification and promote inclusive growth. Housing in South Tangerang, Indonesia, which should be provided by the regional government, is presently managed by private developers. The government’s involvement in controlling housing development by private developers is crucial to ensuring the implementation of equitable development. This study aims to analyze the government regulations related to housing and the housing price by private developers as a manifestation of the inclusive development in South Tangerang. Qualitative analysis was conducted to analyze government regulations related to housing and housing development by developers through annual reports, followed by quantitative analysis to analyze the classification of house’s types based on the selling prices. This reveals that the selling price of houses in South Tangerang by private developers remains high, making them only affordable to middle- to high-income groups. The government’s control is still not optimum due to the lack of regulations to control the house selling prices by private developers, so they are unable to provide the houses for all. Private developers are unable to deliver inclusive development, particularly in the housing sector. The results of this study explained that the government’s control over private developers is crucial, especially in providing housing for the community. Collaboration between the government and developers can help to achieve quality and equitable housing development for all.
