Abstract

This study aims to explore the transformation of tourists’ understanding of the concept of halal tourism in Sabang through a narrative inquiry approach. The research background stems from differences in tourists’ perceptions, where some still regard halal tourism merely as the provision of halal food. In fact, its scope is much broader, encompassing accommodation, transportation, and destination management in accordance with Islamic principles. The study was conducted at four main destinations: the Kilometer Zero Monument, Iboih Beach, Sarang Cave, and the Japanese Fortress of Anoi Itam, involving 16 informants selected through a combination of purposive sampling and snowball sampling. Data were collected through in-depth interviews, field observations, and documentation, then analyzed using a narrative method. The findings reveal that tourists’ understanding undergoes a gradual transformation through direct experiences, including the ease of access to worship facilities, the availability of sharia-compliant accommodations, halal food, local hospitality, as well as clean tourism management free from illegal levies. The dominant factors shaping positive perceptions are the consistency of sharia-based services and the integrity of destination governance. This study emphasizes that halal tourism in Sabang is not only perceived as a religious concept but also as a socio-cultural practice that provides safe, comfortable, ethical, and sustainable travel experiences. These findings are expected to contribute to the development of halal tourism models in Indonesia and other global destinations that adopt similar principles.
