Abstract

Under normal circumstances, the rock grades of hydropower projects do not change. However, in cases where the geological conditions are complex or the geological exploration in the early stage is insufficient, the actual rock mass conditions exposed after on-site excavation will change, which in turn will cause changes in the investment for hydropower engineering construction. Based on this, this paper discusses the investment changes caused by the variation of rock grades during the construction of hydropower projects. Through the detailed analysis of the assessment of rock grades and the cost changes caused by the variation of rock grades, it further proposes the conditions, supporting materials and claim procedures that should be met for claims due to the variation of rock grades, which can be referred to and drawn upon by both the contracting and subcontracting parties of water supply and power projects. This paper also deeply analyzes the process of rock grade determination, as well as the relevant regulations on rock grades in the model bidding documents for hydropower projects and the survey and design specifications, and puts forward suggestions for modification.
