- Abstract
Digital media now sit inside the ordinary routines through which Indonesians learn about hazards, exchange warnings, and decide what to do next. This matters in a country repeatedly affected by geological and hydrometeorological events. We reviewed 38 publications issued between 2013 and 2026 to examine what digital literacy contributes to disaster risk reduction (DRR), and where its contribution remains uncertain. The literature covers mobile applications and learning materials, education from early childhood through university, risk communication and early warning, misinformation, and community resilience. Read together, these studies do not support a simple technology-first account. A platform or application is useful only when people can access it, trust its source, understand the message, and connect that message to a feasible action. Teachers, public officials, community leaders, and local knowledge often make that connection possible. The review also reveals familiar but unresolved problems: unstable connectivity, unequal skills, inaccessible interfaces, overloaded information environments, weak coordination, and programmes that end when project funding does. Indonesia therefore needs more than additional digital products. It needs a coherent digital-DRR strategy, clearly defined educational competencies, tools that remain usable offline and by people with different abilities, credible arrangements for correcting false information, and research that follows interventions long enough to establish who benefits, under what conditions, and for how long.
