- Abstract
With the proposal of the national new energy development strategy and the reform of power system, accurate investment decision-making and investment efficiency improvement are quite important. For grid project investment needs to be considered from the whole process, constructing a risk management evaluation index system for the whole process of grid project investment implementation has become an important issue for grid enterprises. This paper proposes an evaluation model based on the combination of empowerment-TOPSIS, and the results of the case analysis show that the model can quantify the investment risk of grid projects from four dimensions: risk identification, risk early warning, risk response, and risk management mechanism improvement, so as to rank the investment risk evaluation level of the project.
