- Abstract
The increasing prevalence of non-formal education providers in Indonesia has coincided with a rise in promotional activities, particularly through digital platforms. However, many of these advertisements prove misleading, offering promises such as guaranteed university admission, instant certification, or job placement that often fail to materialize. Students as consumers suffer both financially and psychologically, especially when lacking legal literacy to assert their rights. This paper investigates the legal protections afforded to consumers of non-formal education, the criminal liability of corporations disseminating misleading advertisements, and the punitive measures applicable to such conduct. Through a normative legal framework supported by empirical data gathered from 80 respondents, this study reveals significant regulatory gaps and recommends stronger legal enforcement, targeted public education, and enhanced institutional accountability.
