Abstract

This research seeks to determine the factors contributing to the limited community involvement in the implementation of CSLRP in Deli Serdang Regency and to explore strategies to address these issues. The research is classified as empirical legal research using a sociological approach. Considering the population, the sample is purposive sampling, namely all village heads/lurah in Deli Serdang Regency totalling 494 (four hundred ninety four) people. The study’s data include primary information collected at the BPN Deli Serdang office and via questionnaires, along with secondary data from relevant journals and prior studies. While research related to the title. Data were analysed qualitatively and quantitatively. Factors causing the lack of community role in the implementation of CSLRP in Deli Serdang district are due to the absence of sanctions, low legal awareness, expensive costs, feeling safe or no conflict and the existence of a culture or habit of ownership for generations. For this purpose, socialization should be implemented by the National Land Agency and local authorities to strengthen the involvement of the community in the implementation of CSLRP through print, electronic and social media. In addition, the local government should make new regulations, especially those related to the reduction / exemption of BPHTB fees
