- Abstract
This research analyzes the implementation of law enforcement against narcotics abuse offenders in Karo Regency, maps obstacles encountered within the jurisdiction of the Tanah Karo Police, and describes preventive measures undertaken locally. Using a normative–sociological approach, data were collected through literature study (books, articles, laws, court decisions) and fieldwork (observations and interviews with law enforcement and community members). Qualitative analysis indicates that enforcement combines preventive and repressive strategies, yet faces internal and external constraints: limited facilities and funding, coordination gaps, uneven public participation, resistance during arrests, and resilient trafficking networks. Countermeasures include school-based awareness campaigns, youth engagement in positive activities, public warning banners, and firm action against traffickers. Strengthened inter-agency coordination, technology-enabled investigations, and community partnership are pivotal for sustainable impact.
