Abstract

Urban rivers have an important role in maintaining ecological balance, hydrological function, and environmental quality. In Samarinda, the Karang Mumus River as the main flood control channel is disrupted by buildings on the banks, garbage disposal, and sedimentation, causing conflicts between the government and the community. This study explores the normalization of the Karang Mumus River as an instrument of urban planning, focusing on the role of regional heads, cross-agency coordination, and conflict management strategies in ensuring the smooth normalization process. A qualitative approach was used with the analysis of Miles, Huberman, and Saldana data through triangulation of interviews, observations, and official documents. The results of the study show that the success of normalization is supported by the integration of participatory mediation-negotiation, gradual enforcement of rules by Satpol PP, and active direction of regional heads, which reduces citizen resistance and strengthens collaboration between agencies. These findings enrich the literature on urban conflict management and urban governance, as well as provide practical guidance for effective, collaborative, and inclusive river normalization strategies, making rivers an instrument of urban planning that aligns ecological, social, legal, and participatory aspects.
