Abstract

As the policy barometer for agriculture, rural areas, and farmers (the “Three Rural Issues”), China’s Central Document No. 1 consistently prioritizes enhancing the quality of non-agricultural employment for the rural surplus labor force as a central focus of rural revitalization. In recent years, the policy framework has evolved along four key dimensions: Industrial Upgrading, Skills Empowerment, Rights and Interests Protection and County-Level Integration.This study employs Amartya Sen’s Capability Approach as its theoretical foundation. Integrating data from the China Family Panel Studies (CFPS) with micro-level survey data collected from 419 rural non-agricultural workers in Zhejiang Province, we systematically evaluate the implementation effectiveness of policies safeguarding the rights and interests of the rural surplus labor force engaged in informal employment in Ninghai County. This evaluation is conducted through the formulation of research hypotheses and the application of OLS regression models. Furthermore, the research explores the pathways and mechanisms for enhancing the quality of non-agricultural employment among the rural surplus labor force within the context of rural revitalization. This study provides a policy experiment sample based on the concept of “county-level resilience” for informal employment governance in developing countries globally.
