Abstract

This article analyzes the complex process of developing school leaders’ competencies in the context of implementing multilingual education in the Republic of Moldova, seen as an essential strategic direction for European integration and social cohesion. In a space characterized by remarkable ethnic and linguistic diversity, where over 15% of the population belongs to national minorities, school management must evolve from traditional monolingual models towards a culture of diversity that values the linguistic repertoire of each student as a valuable pedagogical resource.

The paper explores the recent regulatory framework, with a focus on the National Program for Learning the Romanian Language 2026–2029 and the innovative role of the National Center for Multilingual Education (CNEM) in the professionalization of leadership. Statistical data on the network of multilingual pilot schools and managerial strategies for implementing the CLIL (Content and Language Integrated Learning) method are examined. The authors propose a structural graphic model that encompasses six fundamental areas of competence: from strategic and curriculum management to community partnerships and inclusion. The conclusions emphasize that excellence in education depends on the manager’s ability to act as a “lifelong learner”, transforming language barriers into communication bridges and ensuring equitable access to academic success for all students, regardless of their native language.
