Abstract

The paper examines inclusive leadership in education as a key condition for developing equitable, accessible, and diversity-oriented school systems. It analyzes the concept of the inclusive school, emphasizing the transition from integration-based approaches to systemic inclusion focused on removing barriers to participation and learning for all students. The article highlights the strategic role of educational leaders in building inclusive cultures, organizing accessible learning environments, promoting professional collaboration, and supporting personalized teaching adapted to student diversity. It also discusses relevant theoretical foundations, including the social model of disability, socio-constructivist learning, Universal Design for Learning, distributed leadership, and social justice perspectives. Special attention is given to the Romanian legislative framework, particularly Law no. 198/2023, which supports inclusive education through principles of equity, institutional responsibility, support mechanisms, and interprofessional collaboration. The paper concludes that inclusive leadership is not merely an administrative requirement, but a transformative managerial approach that translates inclusive values and policies into everyday educational practices, contributing to quality education for all students.
