Abstract

Smart villages combine technology with governance to create sustainable, resilient rural communities; the concept emerged as a novel framework for rural development. This paper reports on a scoping review focusing on the worldwide challenges, innovations, and strategies linked to smart village development. In the least developed parts of the world, enduring challenges like the digital divide, changing demographics, and a fragmented policy landscape persist as obstacles to change. Nevertheless, novel approaches – like the convergence of AI and IoT, renewable energy systems, and participatory governance – prove extremely promising in overcoming these hurdles. The findings underscore the need for context-specific and well-aligned policy frameworks rooted in wider sustainability targets. Synthesizing evidence from multiple regional contexts, the results highlight the importance of local action driven by users and scalable models and collaborative governance to realize the vision of smart villages. This analysis offers practical guidance for those interested in pursuing sustainable rural transformation, including policymakers, researchers, and practitioners.
