Abstract

State-owned enterprises play an irreplaceable role in driving regional economic growth, leading industrial upgrading and serving the national strategy, and their independent innovation ability is directly related to the efficiency and high-quality development level of the national innovation system. Focusing on the state-owned enterprises in Shandong Province, this paper systematically analyzes the key data such as R&D investment and intellectual property rights, summarizes the effectiveness of their independent innovation, and reveals the current problems such as unbalanced input-output of innovation, insufficient regional coordination, and imperfect market-oriented incentive mechanism. Based on this, the study puts forward countermeasures and suggestions to strengthen the dynamic mechanism of independent innovation of state-owned enterprises from three dimensions: optimizing the input-output structure, breaking through the shortcomings of regional closure and overseas layout, and stimulating the vitality of endogenous innovation, in order to provide theoretical support and practical path for improving regional innovation capability and building an efficient innovation system.
