Evaluation of Iron and Steel Industry Layout Based on the Sustainability of Resources and Environment: A Case Study of the Chinese Bohai Rim Region

Abstract

Optimization of iron and steel industry layout is a measure for China’s sustainable development. And the layout evaluation of iron and steel enterprises based on sustainable resources and environment is an important basis for the optimization. This study evaluates the iron and steel industry layout in the Bohai Rim region using factor and clustering analysis. An index system with six aspects was applied: market consumption capacity, human capital resources, natural resources, environmental protection level, transport conditions, and the original steel production base. The appropriateness of the industry’s layout was determined by six factors, namely, mineral resources and industrial inertia, the level of economic development, environmental protection, land transport conditions, environmental carrying capacity, and port layout. Mineral resources, environmental protection and environmental carrying capacity are three factors that have very important impact on the layout evaluation of iron and steel enterprises. According to these factors, 44 cities (districts) could be divided into six categories: the best, better, good, bad, worse, and worst areas. The factor analysis indicates that the 10 cities in the advantages, potential advantages, and potential good areas are more suitable for the layout of iron and steel enterprises, while the 21 cities in the poor and extremely poor areas are unsuitable, and urgently needed to be eliminated or transferred. Based on analysis of the evaluation results, this paper has proposed corresponding policy recommendations to improve layout of iron and steel enterprises and promote sustainable development in the Chinese Bohai Rim region.
