Abstract

This paper focuses on the construction of energy (carbon) metering management systems at home and abroad, and expounds on its importance to energy conservation and energy efficiency improvement of enterprises. Firstly, this paper focuses on the construction of energy metering and carbon metering management systems in foreign countries and introduces a series of measures taken by developed countries in the construction of energy metering and carbon metering management systems. Secondly, this paper introduces China's policies and regulations on energy (carbon) metering management systems, including the Measures for the Supervision and Administration of Energy Metering and the Measures for the Administration of Carbon Emission Trading. It points out that some enterprises have problems with non-standard management and insufficient implementation of laws and policies. At the same time, the working system and mechanism are discussed in detail, covering national standards, incentive policies, and acceptance mechanisms. Finally, based on the above analysis, this paper puts forward a summary and suggestions, including improving measurement management capabilities, strengthening job training, improving policies and regulations, strengthening supervision and assessment mechanisms, formulating and promoting best practices, and strengthening international cooperation. These suggestions aim to encourage the better implementation of China's energy (carbon) metering management system and improve China's position in the global energy management field.
