Abstract

This study investigates university administrators in Shandong Province, focusing on how digital empowerment and intelligent governance enhance governance capabilities. Using a mixed-methods approach—combining literature review, surveys, and in-depth interviews—it integrates quantitative and qualitative data to identify key challenges and propose improvement pathways. Results show that although universities in Shandong have established basic digital infrastructure, deficiencies persist in administrators’ digital literacy, data sharing, intelligent technology application, balanced governance capabilities, and professional talent reserves. To address these issues, six enhancement pathways are proposed: strengthening organizational leadership and strategic planning, improving data governance systems, building intelligent decision-making platforms, advancing business process reengineering, enhancing talent development, and fostering a digital innovation ecosystem. The study’s innovation lies in constructing an analytical framework guided by the logic of “Digital Empowerment — Capacity Enhancement Pathways — Governance Modernization,” enriching the theoretical understanding of university governance and providing practical references for local universities and educational authorities seeking modernization.
