Abstract

With the continuous growth of the global population and the increasing scarcity of terrestrial resources, the importance of developing and utilizing marine resources, one of the largest ecosystems on Earth, has become increasingly prominent. To balance sustainability in resource development and ecological conservation, this study introduces the concept of marine “basic farmland” and systematically analyzes its conceptual framework and zoning methodologies. Predictive modeling reveals that designating marine “basic farmland” in Zhejiang Province could ensure an annual aquatic product supply of at least 1.87 million metric tons by 2030, equivalent to replacing soybean imports from 6.2941 million mu of arable land (based on FAO protein conversion coefficients). The study further synthesizes the profound implications of implementing marine “basic farmland” and identifies challenges in its zoning process. Through scientifically-grounded zoning strategies and policy guidance, marine “basic farmland” is poised to achieve sustainable utilization of marine resources, fostering a win-win scenario for marine ecological preservation and guaranteed aquatic product supply.
