Abstract

Against the backdrop of digital transformation, the Chinese government has actively advanced the reform of “efficiently accomplishing one task” to optimize government services and enhance administrative efficiency. Based on the “Goal-Support-Capability” three-dimensional model of the public value theory, and combined with the practical cases of Tianjin and Harbin, this paper analyzes the implementation path of this policy and the path of its public value creation. The study finds that by integrating online and offline channels, innovating government service models, and empowering with digital technologies, both cities have significantly improved work efficiency and public satisfaction, while also introducing differentiated measures in line with local characteristics. However, issues such as the digital divide and cross-regional collaboration still need to be further addressed. In the future, the government should continue to deepen the application of technology and institutional innovation, balance efficiency and equity, and promote the development of government services towards intelligence and inclusiveness, so as to realize broader public value.
