Abstract

Building a digital China is an important engine for promoting Chinese-style modernization in the digital era and a strong support for building new competitive advantages of the country. With the help of Nvivo 14 software and following the general paradigm of programmatic grounded theory, this paper carries out three-level coding analysis on 48 policy documents on digital government construction issued by the central government and provinces, autonomous regions and municipalities in the past five years, obtaining a total of 4 main categories and 13 sub-categories. After passing the theoretical saturation test, This paper constructs the dynamic mechanism of digital government construction of “policy motivators - policy measures - policy guarantees - policy objectives”, and uses “story line” to carry on theoretical interpretation. The results show that: the idea leading, the reality pushing and the existing problems are the causes of the construction of digital government; Improving the government’s digital performance efficiency, improving the implementation of the digital government construction system, promoting the open sharing of data resources, and comprehensively leading the digital development are the action plans to achieve the policy objectives of digital government construction. Building a security guarantee system, building a platform support system, establishing a sound overall promotion mechanism, and creating a good development environment are the supporting forces for the construction of digital government, and auxiliary policies and measures to jointly achieve policy goals. The goal of digital government construction is to complete the foundation of digital government and the effectiveness of digital government is remarkable. Combined with this dynamic mechanism, this paper puts forward policy suggestions to promote the construction of digital government from the perspective of demand-oriented, subject coordination and target assessment, in order to provide reference for the future development of digital government construction.
