Abstract

Digital payments in Southeast Asia are growing rapidly, but cross-border use is still limited, especially in maritime border areas due to differences in regulations and uneven digital infrastructure. The study explores how Quick Response Code Indonesian Standard (QRIS) Cross-Border initiative can support digital economy diplomacy and improve financial cooperation in Maritime Southeast Asia. As part of the ASEAN Regional Payment Connectivity (RPC) and aligned with Indonesia’s G20 Presidency in 2022, QRIS Cross-Border aims to make regional payments more connected, inclusive, and efficient. Using qualitative methods through literature reviews and document analysis, the research identifies Indonesia’s maritime border zones as key areas to develop cross-border digital payment systems among ASEAN countries. The findings reveal that QRIS Cross-Border helps promote cashless transactions, particularly in tourism-driven coastal regions, and reflects Indonesia’s growing leadership in fostering a resilient, interconnected, and inclusive digital economy diplomacy across Maritime Southeast Asia. The research contributes to a deeper understanding of the relationship between financial technology innovation and digital economy diplomacy, especially in maritime Southeast Asia, filling a gap in the literature regarding digital payment systems as instruments of diplomacy.
