Abstract

This research addresses the critical need for a valid and reliable competency assessment tool for simple building electrical installation, a sector where existing instruments often fail to align with the Indonesian National Work Competency Standards (SKKNI). The primary objective was to develop a standardized, feasible, and industry-relevant assessment toolkit to ensure accurate measurement of technician competencies. Employing the ADDIE (Analysis, Design, Development, Implementation, Evaluation) model, the study proceeded through several structured phases: a comprehensive needs analysis involving literature reviews and expert interviews; the design of simulation- and practice-based assessment instruments; rigorous content validation by subject matter experts; and field trials to determine the toolkit’s practical feasibility and effectiveness. The research culminated in the production of a comprehensive assessment toolkit at Technology Readiness Level (TRL) 3, comprising a practical test medium, a supplementary handbook, and a full suite of assessment instruments. Expert validation confirmed the high feasibility of the practical media with an average score of 98%. Subsequent statistical analysis demonstrated that the developed instruments for written, oral, and practical tests possess high validity and reliability, proving effective in accurately gauging technician skills. This study contributes a standardized and validated assessment toolkit that directly supports the national certification process, ultimately enhancing the quality and safety of electrical installations in Indonesia by bridging the gap between national competency standards and practical, real-world assessment.
