Abstract

This study examines the complex relationship between inclusive education policies and social equality outcomes, aiming to better appreciating how these equality outcomes happen due to policy changes that affect educational accessibility and equality. By analyzing the outcomes of inclusive education policy changes made across various countries, this study finds that the four major strategies that inclusive education utilizes with the intent of creating equality include improving accessibility of education among minority groups; effectively distributing education resources among disadvantaged individuals; improving the quality of education through differentiated education structures; and improving the nature of education that promotes mobility of disadvantaged groups via integration with other groups. Through scientific reviews of global equity frameworks and practices, the study finds that linguistic minority groups and disabled students are part of the disadvantaged groups who benefited significantly due to the involvement of inclusive education because their increased numbers enrolled and the equality gap thus narrowed.
