Abstract

In the digital age, many countries are actively exploring the development of smart libraries within the processes of smart city construction and digital-society development. Focusing on China’s policy framework of equitable public cultural services, this paper examines the experiences and optimization paths of smart library construction. Using the sociotechnical systems theory as the basis for an analytical framework, the paper conducts case analyses of Shanghai’s “Wojia Study Room” and Hangzhou’s “Urban Study Room”. It reveals the important role of smart libraries in achieving equity in public cultural services. The study highlights three core strengths of smart library development: dynamic resource allocation, barrier-free smart device accessibility, and collaborative governance by multiple stakeholders. However, it also identifies pressing issues such as unstable funding for public-private partnerships, the need to enhance the inclusiveness of technology, and delays in regional digital resource updates. Based on these findings, the paper proposes three optimization paths for smart library construction, offering valuable references for regions worldwide with similar circumstances.
