Research on Evaluation of China’s Entrepreneurship Policy for the Disabled:1990–2022

- Abstract
Entrepreneurship of people with disabilities has received the attention and support from Chinese government as an important way to solve employment problems of disabled, promote their integration into society and comprehensive development. Chinese government has issued many policies to support the entrepreneurship of disabled, it is important to analyze and evaluate the policies to improve the entrepreneurship policies for disabled (EPFD). We use qualitative and quantitative methods to conduct a comprehensive analysis of 134 policies. Using content analysis software, this paper summarizes the basic features of current policies, through PMC-index calculation and PMC-surface presentation, we have an intuitive understanding of the strengths and weaknesses of 15 typical policy texts. At present, the number of policies directly targeting the entrepreneurship of disabled people is still relatively small, the level of policy effectiveness is not high enough, and the policy content is not comprehensive enough, finally, we give out four implications.
