- Abstract
The innovative work behavior (IWB) demonstrated by individuals or employees in the public sector significantly enhances performance, service quality, and the overall value delivered. This study conducted a systematic literature review using articles from the Scopus database to investigate IWB within the public sector. The methodology employed in this study followed the Preferred Reporting Items for Systematic Review and Meta-Analyses (PRISMA) framework, which involves keyword identification, a screening process based on inclusion and exclusion criteria, and the assessment of research eligibility. The study sought to address two research questions, revealing the intricate interplay of individual, organizational, and contextual factors that influence innovation in public sector organizations. Research trends regarding IWB are dominated by quantitative research at 96% with most research conducted in European countries at 26%. Additionally, the findings indicated that innovative work behavior was shaped by factors at the individual, group, and organizational levels. In this case, the importance of employee motivation, leadership style and organizational culture in encouraging the formation of this IWB.
